So, his hay needs to get dunked. I have a big rubber maid utility cart that I put the hay in and fill up with water. Then, it's easy to tilt the cart to drain most of the water off, then I can push the cart to where I want to toss the hay. The hay stays pretty much in flakes and I don't usually get too wet. I hate it most in winter--nothing like sticking your hands into wet hay when it's 10 degrees out.
